Abstract
The acceleration of rural economic development in Indonesia is expected to be realized through the establishment of Village Owned Enterprises (BUMDES). However, there are still many BUMDes that have not run effectively and the level of sustainability is still low. To ensure the sustainability of BUMDes, it requires the ability and willingness of the community and government, which can be improved through institutional capacity building, but in the implementation it is often less effective. The purpose of this research, therefore is to identify the problems faced by the Village Owned Enterprises and to look for alternative models to increase their capacity. The research method used is qualitative with a case study in Beton Village, Gresik Regency because the BUMDES has not yet operated even though it has been formed since 2018. Data collection uses in-depth interviews, FGDs and documentaries. The results of this study indicate that the obstacles faced by BUMDES that are less developed are the lack of understanding of village officials regarding BUMDES management and the lack of commitment and low commitment of the Village Head. To overcome these obstacles, alternative solutions are needed in the form of an individual capacity building approach by synergizing with the values of local village wisdom.

Economic analysis of aquafeed containing microalgae meal Wa Iba, Sumarno, Ruslaini
Halu Oleo University
Abstract
Microalgae meal contains nutritious elements required for aqua feed include lipid and carotenoid. However, production of the meal is still considered expensive. In this study, we calculated the cost for production of aqua feed for shrimp containing Dunaliella salina meal with the intention to increase the shrimp coloration. D. saline is widely known for high carotenoid content and has been used for live feed in aquaculture hatchery as well as functional food for human consumption. We found that although production of shrimp feed containing D. salina meal was higher than commercial shrimp feed but better growth and coloration was also found in shrimp feed on D. salina meal contained feed. This is indicated that inclusion of microalgae meal can be implemented with necessary investment in the microalgae meal and aquafeed production

Abstract
One of the leading sectors of national development that quickly generates foreign exchange, reduces unemployment and at the same time preserves culture and the environment is the tourism sector. However, the Covid-19 pandemic that has occurred for almost two years can be said to have killed this sector almost all over the world, and Kendari City is no exception. The momentum of the Covid-19 pandemic needs to be seen as a baseline to rebuild the tourism sector which has slumped. The development of the sustainable tourism sector which has not been maximally carried out before the pandemic needs to be given further attention. The direction of Kendari City^s local wisdom approach is still not clear yet, making Kendari City not yet an attractive tourist destination. This paper aims to analyze the local wisdom approach which is considered more appropriate in the development of the sustainable tourism sector in Kendari City, especially during the Covid-19 pandemic. The research method used is a literature study from various existing references. The results of the study provide recommendations regarding the values of local wisdom that can be implemented both physically and non-physically in the development of the tourism sector in Kendari City, especially during the Covid-19 pandemic and restrictions on small-scale social activities to prevent the spread of the corona virus.

Research Center for Population National Research and Innovation Agency
Abstract
The development of digital technology in the past decades and the current pandemic of Covid-19 have given good lessons to learn how business should adapt to these changes. Those who can adapt through digital technology in developing their business will survive and gain profits, while on the contrary will be left behind. In the Indonesian context, where most business actors are small medium-size enterprises (SMEs), the challenges will be more complex. This paper provides new insights into the socio-economic dynamics of Indonesian^s SMEs, with consideration given to the need of developing digital talent of SMEs toward the use of digital technology. The paper also questions digital readiness of SMEs in Indonesia by examining their level of digital talent in developing their businesses. Empirical data is gathered from a qualitative study and a survey involving 718 SMEs in West Sumatera, West Java and DI Yogjakarta provinces. The core analysis of this paper finds that implementation of the SMEs^ digital transformation program in Indonesia must consider different socio-economic characteristics and digital capability of SMEs. A more consolidated, professional and sustainable digital business accompaniment are needed, especially programs initiated by local government. In addition, a locally specific incentive programs for SMEs is significantly proven to increase the willingness of SMEs to transform their businesses into digital or mix with both types, manual and digital. In developing these arguments, this paper offers a way to understand better the varied possibilities for and limitation of digital talent^s development among SMEs in Indonesia. It also explicates the prospect of digital transformation in Indonesia^s economy.

University of Halu Oleo
Abstract
Processing materials using microwave energy has become popular in recent times. Microwave processing applications include food processing, ceramics, metals, semiconductors, to chemical processes. The use of microwaves for ceramics and bio-oil research has been carried out by our research group in the last ten years. Compared to conventional processing such as electricity, microwave processing is faster, efficient, selective, controlled and flexible. Because the time is short and without other treatments, it is economically very profitable. In the bio-oil process, the thermochemical process that changes the biomass occurs due to heat and due to electromagnetic waves. The chemical and physical properties of bio-oil obtained from the microwave-assisted biomass process are also different from those of other conventional and kiln furnaces. Some results of energy conversion calculations using microwaves and electric furnaces are described in detail in this paper

Abstract
In the late 2010, a local NGO facilitated a village^s local community on Saponda Island in establishing a small-scale marine protected area (MPA) to preserve the village^s territorial waters from destructive fishing activities. The MPA^s establishment process imposed negotiation costs, called transaction costs, which included collecting information about the resources, reaching agreements, making rules, and enforcing the reached agreements. This paper reviews some of the estimated results of the transaction costs in the small-scale MPA management starting from planning, organizing, actuating and controlling it up to the current state. It is important to estimate transaction costs because this can provide useful economic information in managing MPAs.

Unraveling Teachers^ Beliefs about the Primary Goal, Focus Areas, and Effective Instructional Strategies in Second Language Education Deddy Amrand
Halu Oleo University
Abstract
Examining teachers^ pedagogical beliefs is critical to understanding their assumptions about students learning, curriculum, instruction, and materials. Such assumptions, in turn, affect students^ performance and their learning outcomes. This paper presents findings from a qualitative inquiry on teachers^ beliefs regarding second language (L2) pedagogy in the classrooms. Three specific belief topics were under investigation, including the primary goal of language teaching, focus areas, and effective instructional strategies. The template coding technique was executed to analyze data gathered from (a) semi-structured interviews with five dual language teachers in central Florida, USA, (b) their reflective teaching journals, and (c) related instructional artifacts. To establish the credibility of the qualitative data, three methods were adopted. Results show that the participants^ beliefs about the topics were generally aligned with current thinking and best practices in the field. Specifically, they understand that (1) communicative competence should become the primary goal of L2 teaching- (2) speaking, reading, and fluency should take precedence- (3) promoting learners^ interactions are of paramount importance- and (4) nonverbal supports are valuable tools-. The implications of these findings for L2 education are discussed, and recommendations for enhancing second language pedagogy are offered.

Has the Child Participated in a Childen Friendly School? (Children Right^s Analysis of the Implementation of Child Friendly Schools in Surakarta) Siany Indria Liestyasari- Ravik Karsidi- Asrowi- Abdul Rahman
Universitas Sebelas Maret, Surakarta
Abstract
This paper aims to describe and analyse the participation of children in the implementation of Child-Friendly School program in Surakarta. Protection for children is absolutely necessary to prepare the nation^s next generation even though it cannot be separated from various problems. Child-friendly schools are an affirmative movement for the fulfilment and protection of children^s rights in the field of education by promoting the principles of children centeredness, inclusiveness, gender equality and participatory democracy. Children^s participation is an important part for ensuring that children are involved, respected and heard in school policies regarding the fulfilment of their rights. However, socio-cultural barriers and misconception about participation often make children^s involvement in school unable to be considered as children^s participation.
Qualitative method with a phenomenological approach used to explain the question. Data collection techniques were carried out through a several indepth interviews with a number of informant (teacher, parent, and students), an observation at two schools in Surakarta. Questionnaire used to describe the condition of child-friendly school implementation spread over students in two school especially to describe the children^s participation. Data analyses was carried out interactively within the children^s rights analytical framework.
The result of the study show that children have not fully participated in child-friendly schools. Their participation is just defined by principals, teachers, and students itself as an involvement in various schools activities and not at the level of ideas. This means that there are still many local school policies that do not include children^s participation in their implementation but only include students as a participants in various activities carried by school. Children^s participation is still a pseudo participaton.

Abstract
Based on author^s own experiences, it revealed that students mathematical higher order thinking skill (MHOTS) is very inadequate. It also emerged that they are accustomed to doing mathematics in low order thinking, that is to say procedural in almost every course at their tertiary level education. Considering the fact, it is important and crucial to develop an ambiance leading the students to grasp the skill mentioned. The study intended to develop course material to facilitate students achieve the competence they must grasp in learning differential equation. The four-D of Thiagarajan, Semmel, and Semmel method is used in developing the course material. The work of Nieveen and Folmer is used to judge either the material developed is practical or not. The device developed fulfilled three criteria, i.e. valid, practical, and effective. While designing and developing the materials, student previous knowledge and the ability to solve problems are taking into account. The semester lesson plan is produced via focus group discussion as the guidance for the lecturer to conduct the course. The students are considered ready to engaged in the course. They are able doing integration and differentiation. The study is still on going, but up to the thirteenth meeting, the students reported that the course materials distributed help them to easier comprehend the course. The middle semester examination revealed the students MHOTS increased albeit still in low category. Abstract
The rapid development of information and communication technology from Industry 4.0 to Smart Society 5.0 brought drastic changes to society and to educational disciplines. While people are busy staying connected to the changing currents of the global community, teaching staff in various countries discuss how schools and teaching and learning processes can keep pace with the pace of technological development. The main objective of this research is to see if educational games in physical form have the same effectiveness as educational games in digital form in transmitting the knowledge of sign language. The study was carried out by directly observing learning activities with both types of games in 14 deaf students between 6 and 10 years old who came from an Extraordinary School (SLB) owned by the Santi Rama Foundation in Jakarta. The development of the Technology Acceptance Model (TAM) structure is used to determine the scale of student satisfaction with digital and physical educational games. The results of this study indicate that the elements of entertainment or elements of entertainment implemented in educational games are a key factor in determining whether students will actively participate in the learning process while playing. The participation of these students is directly related to the desired learning outcomes. Therefore, optimizing the subjective gaming experience is a very important part of the educational game design process to convey sign language knowledge.

Abstract
Environmental degradation is largely visible to the human eyes nowadays, yet public awareness is still lacking. This is partly due to the behaviour of environmental researchers who often use uncommon scientific language that is too difficult and complex to understand. Not only for ordinary people, but also for people with special needs/disabilities, who need a higher communication effort than other people. This study tries to investigate how environmental-themed board game can be used as a tool to simplify complex information about sustainability environmental issues- especially for people with special needs- and how it can help raising environmental awareness. This study used a qualitative research method with the thematic analysis framework proposed by Braun and Clarke (2006). The study was carried out by directly observing learning-playing activities with two types of games in 16 blind and deaf students between 10 and 12 years old who came from an Extraordinary School (SLB) owned by the Santi Rama Foundation in Jakarta. The development of the Technology Acceptance Model (TAM) structure is used to determine the scale of players satisfaction with the environmental-theme board games. The result of this study indicate that board game can help facilitate its players to understand sustainability environmental problems by simplify the environmental explanations that sometimes too difficult to understand. Players could involve themselves into the game- with the help of the visual of board game, tactile, and interactive elements that can simulate the real world- and they could visualise themselves in the same situation as in the games micro world. The decisions they took in this game are expected to be a consideration when they are faced with the same situation later in the real world.

Abstract
Literacy skills have become an important topic for educational researchers in recent years. Various studies have examined several types of literacy such as mathematical literacy, scientific literacy, technological literacy, and environmental literacy. However, these studies have not reviewed environmental literacy for students in coastal areas related to gender. This study aims to examine the differences in the ability of environmental literacy for coastal junior high school students in terms of gender differences. This research uses the development and experimental research methods. Researchers develop learning material models that utilize the potential coastal environment in a variety of mathematical problems. After obtaining validation from education and environmental experts, this learning material is then used in mathematics learning in class VIII of coastal junior high schools on Buton Island by involving two classes, a medium mathematical ability class and a low mathematical ability class. The design of this study was a pretest-posttest group design. Both classes are taught with the same teaching material. Collect environmental literacy data using mathematical ability literacy tests based on coastal environmental problems. After learning for two months, both classes were given a literacy test. The results of the data analysis showed that the students^ environmental literacy skills improved significantly. Increasing literacy ability of students with low mathematical ability is higher than for students with high mathematical abilities. However, there was no significant difference in the environmental literacy ability between female and male students, although the results were revealed that the literacy ability of male students was higher than the literacy ability of female students.
