Yes, but only as an adapted model, not a straight copy-paste. Wabula^s customary
marine governance can be replicated when its core principles are retained and its
institutions, rules, and practices are carefully adapted to local socio-cultural,
ecological, and legal contexts elsewhere in Indonesia.

ability of the Wabula community to adapt to environmental changes and external
pressures.

Firstly, the Kaombo system is a social structure that governs relationships within the
Wabula community, based on customary laws and local wisdom. Through this
system, social and cultural norms are upheld, creating a shared sense of
responsibility towards the environment and the well-being of the community. This
fosters strong bonds between community members, strengthens solidarity, and
promotes cooperation in facing common challenges.

Secondly, the Kaombo system provides a platform for collective decision-making,
where every community member, including customary leaders, participates in
planning and managing natural resources, particularly in relation to coastal
ecosystem preservation. This collective approach facilitates a more organized and
sustainable response to environmental changes, such as rising sea levels or coral
reef degradation. In this context, the Kaombo system enables the community to
