Abstract
The content of local wisdom is important because the Merdeka Curriculum must be implemented in elementary schools, the context of local wisdom is one of the principles in learning in the Merdeka Curriculum. Learning local wisdom can help students understand their identity, so that every student understands their identity will not be easily influenced by outside cultures that are contrary to noble values. So related to this problem, it is based on analyzing the needs and characteristics of elementary school students. The development of a local wisdom-based learning model in Civics learning in this study uses the research and development (RnD) method using the ASSURE model. The ASSURE model aims to produce a more effective teaching and learning process. The results of this study are in the form of a local wisdom-based learning model design by obtaining feasibility test results from experts who have different scientific characteristics, namely material, media and learning design, culture and language experts. The results of the validation carried out by these experts based on Aiken^s V show that the entire V index > 0.69 means feasible and valid. The resulting output is a solution to the implementation of the Merdeka Curriculum and to instill character in students to return to the noble values held in local communities for generations. Therefore, local content really needs to be taught to students, especially at the elementary school level, which can be used as a means to preserve Indonesian culture so that it does not become extinct. Local wisdom has the potential to produce students who are characterized, skilled, and intelligent.
