Abstract
The development of good citizenship, along with the complexity of its programs, has become the focus and goal of preparing the younger generation through the national education policies of each country. This paper aims to explore the profile of good citizens in every citizenship education policy in Indonesia. Apart from that, the paper also aims to map the profile of a good citizen based on the typology of citizens according to Westheimer and Kahne (2004) and Veugelers (2007).
The study used a content analysis the documentations of texts and textbooks on citizenship education during the Suharto period and the reformation era. Textbooks are civics subject for students which published by the ministry of education.
The results of the study show that the profile of a good citizen in citizenship education policy depends on the national education policy in each period of government. Each period of government mentions different details about Pancasila values as the profile characteristics of good citizens.
