Pancasila and Citizenship Education (PPKn) in elementary schools aims to ensure that from an early age student are able to form an intelligent, insightful Indonesian national personality which is expected to lead to the creation of a society that places democracy based on Pancasila, the 1945 Constitution and the norms that apply in public. Pancasila and Citizenship Education (PPKn) has a crucial position in forming good and strong character (BAKU) in elementary school students. This research aims to develop a PPKn thematic module that not only teaches basic concepts, but also helps students understand the philosophy, history, juridical and values that underlie Pancasila. Thus, it is hoped that this module can support the formation of good and strong character in elementary school students, as well as increase their understanding of the importance of behaving in accordance with Pancasila values. Research and development in this study uses the ADDIE development model. Based on the results of the N-gain value at SD A, SD B, SD C, students experienced an average increase of 0.61 and the average difference was 28 which was in the Medium category. Meanwhile, the results of the N-gain values for SD D and SD E show that students experienced an average increase of 0.63 and the average difference was 29.5 which is in the Medium category. The results of the difference in the average pretest and posttest scores from the t-test obtained a sig.(2.tailed) value, namely 0.000<0.05, which states that there is a significant difference in the BAKU-based PPKn thematic module.
