Abstract
Scientific literacy in elementary school students shows undeveloped results, this is expanded by the covid-19 pandemic which causes loss learning. The purpose of this study was to design a conceptual framework for an integrated mobile learning system (combining formal and informal learning) in developing scientific literacy in elementary school students to excel in the covid-19 pandemic. The research method is descriptive qualitative with data collecting techniques such as interviews to material experts, media, and instructional design as validation of the conceptual framework that has been made. The time of the research was carried out during 2022. The results show that the integrated mobile learning system has a theoretical basis, namely learning design for media (combining formal and informal learning), elementary school student development, and scientific literacy that are made in one comprehensive framework so that it can be used as base in the manufacture of an integrated mobile learning system. The next research recommendation is that the results of the conceptual framework can be developed into an integrated mobile learning system to be tested on elementary school students related to scientific literacy.
