Act Strategically for Sustainable Food Security: The Role of Community-Based Organization in the Implementation of Food Security Policy in Indonesia

Abstract

The success of public policy implementation no longer depends on the government bureaucracy alone but on the synergistic involvement of all stakeholders, including organizations operating at the community level. This organization has an important and strategic role to implement public programs that empower the community. This study aims to explain the ability of women farmer groups as CBOs in implementing food security policy in Indonesia. This organizational capability is explained by the theory of organizational empowerment to meet the very vital needs of citizens. This study uses a qualitative approach with a case study strategy. Based on the pattern-matching analysis technique, women farmer groups as CBOs and also as the spearhead of food security sustainability have not been able to implement food security policy effectively. This is indicated by the fact that this organization has not provided opportunities for members to be involved in decision making, for shared responsibility, and for shared leadership. Therefore, it is necessary to empower organizations so that they are able to become a common forum for members to improve the economic life of citizens on the one hand and the sustainability of food security is maintained on the other hand.
