Abstract

In order to manage the Padusan Tourism Village in Mojokerto Regency, this project investigates the creation of a collaborative governance approach. The growing role of tourism in local and national economies serves as a driving force for the study, but it is also hampered by inadequate infrastructure, low stakeholder participation, and poor actor coordination. Data were gathered by observation, document analysis, and interviews using a qualitative methodology. The results show that the community, Perhutani, BUMDes, and local government have not worked together as well as they should have, which has led to poor governance and low community involvement. In addition to identifying limiting factors like overlapping authority and a lack of creativity, the study also identifies helping variables like local knowledge and regulatory frameworks. A novelty approach to collaborative governance that incorporates digital innovation and multi-helix actors is suggested in order to improve sustainable tourist management. This approach emphasizes how crucial it is to foster trust, increase involvement, and guarantee coordination amongst stakeholders in order to accomplish inclusive and sustainable tourist development in rural areas.
