Abstract

A policy is a decision that has been determined by an organization, but to implement the decision, the role of stakeholders is needed, in implementing this policy there will still be some challenges or obstacles that occur if the stakeholders do not work efficiently. This study aims to define the role of stakeholders in policy implementation, what is the definition of stakeholders and what are the challenges faced in implementing policies using the systematic literature review (SRL) method which is carried out by analyzing data from several IMLIAH articles obtained from google scholars, then in collections and in identification so that it can conclude the understanding from several sources. This research has successfully revealed that stakeholder engagement has a significant positive impact on policy implementation. The proposed inclusive decision-making model is the foundation for understanding more holistic dynamics in formulating strategic policies.
