Implementing a Holistic Learning Model and Enhancing Tutor Competencies in Non-Formal Equivalency Programs: Towards Inclusive, High-Impact, and Character-Developing Education Universitas Negeri Jakarta Abstract Equivalency Education plays a pivotal role in expanding access to learning for individuals unable to participate in formal schooling. Tutor quality is a key determinant of program success. This community service program aimed to strengthen tutors^ capacity to implement a Holistic Learning Model that integrates academic content, socio-emotional development, character values, and real-life skills, thereby improving tutor competence at PKBM Jingga, Bekasi City. The methods included intensive tutor training, the introduction of interactive learning media, and regular evaluations. The program yielded a 40% increase in tutor competence and a 30% rise in learner motivation. Inclusive and meaningful learning improved the overall quality of education at PKBM Jingga, with tangible outputs including a guidebook, training modules, and a sustainable e-learning platform. In conclusion, implementing this model can enhance inclusive, impactful, and character-building learning in Equivalency Education.
