Abstract
The quality assurance system is carried out internally and externally, so that it is a determinant of success for higher education institutions. The quality of education also depends on the quality of the entire system run by the university. Based on Permendikbudristek number 53 of 2023 concerning Higher Education Quality Assurance which emphasizes more on the flow of Independent Learning where the Transformation of National Standards and Accreditation is prioritized. To ensure the quality of education at FIK Unimed, which has been based on the Manual Plan in its implementation, in this era of digitalization, FIK Unimed will develop an Application-based internal quality assurance model. The development of this model in accordance with the above regulations will be transformed from manual to digital, later all documents and results of activities will be documented and can be accessed by the community within FIK Unimed and the wider community. This research aims to integrate all quality assurance documents in the Faculties, Departments and Study Programs into one application system that is integrated in GPM. This research method uses the Research and Depelopment approach of Borg and Gall (2003) which is grouped into 3 stages, namely the pre-development stage, the development stage and the evaluation stage. The data collection process began by conducting interviews with stakeholders of the internal quality assurance system at the faculty of sports sciences and then distributing questionnaires related to the implementation of an application-based internal quality assurance system in each department. The collected data is then analyzed and synthesized into a factual model. The factual model consists of three steps, namely from planning, implementation, and evaluation of internal quality assurance at the Faculty of Sports Sciences. Furthermore, from the factual model, it was revealed that the implementation of the application-based internal quality assurance system of the Faculty of Sports Sciences, State University of Medan has not fully become part of the accountability of the faculty which is oriented towards quality assurance of higher education, but rather on temporary goals such as the purpose of accreditation of higher education institutions.
