Development of 21st Century 4C Skills-Based E-Books in Basic Social Science Concepts Courses a) Department of Elementary School Teacher Education, Universitas Negeri Medan, Jl. Willem Iskandar / Pasar V, Medan, Sumatera Utara - Indonesia Abstract The aim of the research is to produce a 21st Century 4C Skills Based E-Book product in the Basic Concepts of Social Sciences Subject. The type of research is research and development Research and Development (R&D). Model used The model used in development research is ADDIE, this stage consists of 5 stages, namely analysis, design, development, implementation, evaluation. The location of the research was carried out in the Primary School Teacher Education study program, Faculty of Education, Medan State University. The data collection technique in this research used a questionnaire. The data obtained then researchers analyzed qualitatively and quantitatively. Qualitative data in this research can be in the form of criticism and suggestions put forward by material experts and design experts. The results of the research are that the 21st Century 4C Skills-Based E-Book in the Basic Concepts of Social Sciences course meets the valid criteria based on the assessment of material expert validators (3.80 and 4.80) and the assessment of media/design experts (3.83). The conclusion of the research is that the 21st Century 4C Skills Based E-Book product is suitable for use as teaching material in the Basic Concepts of Social Sciences course in the Primary School Teacher Education study program, Faculty of Education, Medan State University.
