Policy Model of Community Empowerment in Coastal Areas in the Utilization of Natural Resources

Abstract

This study discusses about model of community empowerment in coastal areas in the utilization of natural resources for the people of Merauke Regency. This study aims to determine the model of community empowerment in coastal areas in the utilization of natural resources for the people of Merauke Regency. This study uses a descriptive method with a qualitative approach. Determination of research informants using purposive sampling technique. Data of this research was collected through observation, direct interviews and documentation. The results showed that empowerment efforts to coastal communities in the Merauke Regency area in efforts to utilize natural resources can still be categorized as relatively low. This refers to the empowerment that has been carried out by the Merauke Regency Government, which in general still considers the urgency of empowering coastal communities to be able to utilize natural resources properly is not urgent enough. Such terms ultimately hamper the process of empowering for the people of Merauke Regency in coastal area in the utilization of natural resources. Researchers recommend that the Merauke Regency Government conduct intensive socialization and education and assistance regarding the utilization of natural resources such as marine products, livestock, agriculture and plantations in coastal areas to be preserved and processed into more valuable commodities, not just traded in the form of raw materials. Thus, the independence of communities in coastal areas to survive and take advantage of opportunities so that their natural resource commodities are more valuable.
