Development of the Value Clarification Technique of Law (VCTL) Model to Strengthen Students^ Digital Rights and Responsibilities in Padang City

Abstract

This paper aims to analyse and develop the Value Clarification Technique of Law (VCTL) learning model in strengthening students^ digital rights and responsibilities in the city of Padang. On the one hand, citizens have the freedom to access internet technology, but on the other hand, they are required to be responsible and have an obligation to respect other people in using this technology. This model was developed because it is based on the fact that high school students in the city of Padang tend to have unwise behaviour in using internet technology, so a learning model is needed that is able to provide students with an understanding and practice of good values. This research is a type of development research or Research and Development (R&D) using the ADDIE model which aims to develop a new product or improve an existing product. The product of this research will be a model book that can be used by teachers in high schools. The research results found that the value clarification technique of law (VCTL) model was able to strengthen the digital rights and responsibilities of students in the city of Padang.
