Realizing Meaningful Public Participation in the Formation of Regional Regulations in Indonesia a) Pancasila and Civic Education Study Program, Universitas Ahmad Dahlan Abstract Public participation is one of the key factors for the success of decentralization and regional autonomy. The creation of Regional Regulations (Perda) driven by political interests rather than public interests will undermine the spirit of autonomy aimed at fostering democracy at the regional level. Regional Regulations are part of the legislative framework in Indonesia, as stipulated in Law No. 12 of 2011 on the Formation of Legislation. The formation of Regional Regulations requires public input to ensure that the regulations are responsive and accountable, thereby preventing conflicts within the community. The purpose of this research is to analyze the importance of realizing meaningful public participation in the formation of Regional Regulations in Indonesia. Research Method: This study employs a qualitative research method with a legislative and conceptual approach. Secondary data was collected through literature review and analyzed through data display, data reduction, and conclusion drawing.The research findings highlight that ensuring meaningful participation in the formation of Regional Regulations is essential because, in general, every regulation must meet both formal and material requirements as stipulated by law. Specifically, as citizens, individuals have the right to be heard, the right to have their opinions considered, and the right to receive explanations or responses to their input. This research can contribute to the creation of responsive and accountable Regional Regulations that align with community needs and regional development, and provide recommendations to stakeholders for establishing clear and transparent regulations on forms of public participation.
