Abstract
The People^s Consultative Assembly (MPR) is a unique institution within the Indonesian government system that merges Western democratic values with Islamic deliberative principles. This study examines the genealogy and evolution of the MPR, focusing on how it integrates Western democratic elements and Islamic deliberative traditions, and assesses the impact of this integration on Indonesia^s democratization process.
Methods involved historical analysis and qualitative evaluation of the MPR^s structure and functions from Indonesia^s independence to the reform era.
Results indicate significant transformations in the MPR^s role over time. The incorporation of Western democratic values is evident in the representative nature and functions of the MPR, while Islamic deliberative principles are reflected in its collective and inclusive decision-making processes.
Discussion highlights the challenges in maintaining a balance between these two democratic systems, particularly amidst evolving political dynamics. The MPR serves as a hybrid institution, combining Western democratic frameworks with Islamic traditions, providing a unique model for Indonesian democracy. Balancing these elements remains crucial for maintaining the integrity of Indonesian state administration. The principle of sovereignty, viewed as a divine mandate, underlines the importance of respecting the rights of diverse communities to ensure societal and state survival.
