Designing Democratic Learning: A Framework for Improving Civic Literacy in Indonesian Civic Education

Abstract

The present study attempts to provide a framework for the design of democratic learning that can enhance civic literacy in Civic Education. The gap between current teaching practices and expected outcomes in fostering students^ civic literacy, implies the need for a synthesis of democratic education and Civic education in the teaching and learning process into a comprehensive learning design to obtain the antithesis of the gap. This research uses the design and development method (D&D) with an emphasis on qualitative exploration. The instruments used in this study included semi-structured interviews, observation checklists, questionnaire, and reflective journals to document participants^ experiences. In this study, qualitative data analysis techniques were used to interpret insights gathered from research instrument used. The findings of this study reveal that the variation of learning activities must be accompanied by a proportional diversity of learning resources, and structured and planned learning supporters, so that they can meet the orientation of student-cantered learning. The lack of proportionality results in a gap between teaching practices and expected outcomes, because the orientation of student-centered learning practices is not implemented properly. This learning design is oriented towards fulfilling student-centered learning with comprehensive instructional practice through synchronization of learning activities, learning resources and learning support that are controlled in monitoring and evaluation in fulfilling the goals of democracy in education, so that it can improve students^ civic literacy. Through this democratic learning design the gap between theoretical ideals and practice can be bridged in fostering informed and active citizens.
