Investigating Impacts of Government Pandemic Response Measures on Consumer Behaviors: An Example of E-commerce Market Department of Business Administration, National Yunlin University of Science and Technology, Taiwan Abstract The sudden arrival of the Covid-19 epidemic has changed people^s shopping habits. In order to curb the continuous spread of the disease, the governments of many countries have resorted to policies of travel restrictions or behavior restrictions, which have affected many industries. E-commerce platforms have become the main tool for people to shop during the pandemic. However, with the emergence of vaccines, the global epidemic situation has slowed down, and people^s lives have gradually returned to the normal track as before the pandemic. This research intended to investigate whether consumers still rely on e-commerce after the epidemic under different epidemic response measures. The Organisation for Economic Cooperation and Development (OECD) pandemic response measures, e-commerce risks, e-commerce benefits, and consumer intentions were adopted in this research model. This research used confirmatory analyses based on the survey of 335 responses collected in this research. Significant government epidemic response measures are identified as epidemic prevention, crisis management, and response/ recovery measures. Further, their impacts on consumers^ perception of e-commerce were also found to be significant in this research. This research shows the importance of government response measures and contributes to the understanding of consumer shopping behaviors after the pandemic.
