Constraints and Strategic Solutions in Community Economic Development Affected by Land Acquisition and Resettlement Activities: Analytical Network Process (a) Department of Development Studies, Faculty of Creative Design and Digital Business, Institut Teknologi Sepuluh Nopember Abstract Dam construction aims to improve the community^s welfare and prosperity by developing agricultural sector and providing food security, power plants, water supply, and recreational facilities. However, dam construction is frequently beset by thorny issues, one of which involves land acquisition and resettlement, namely the loss of residential areas and the conversion of land function, necessitating the relocation of communities. Changes in the new living environment can trigger changes in socio-cultural, economic, and sustainable livelihoods, calling for adaptation to the environmental and social conditions of the new location. This case study seeks to identify priority obstacles and strategic solutions for ensuring the welfare of relocated communities in Tritik Village and Sambikerep Village - Rejoso District, Nganjuk Regency - East Java Province, as a result of land acquisition and resettlement for the construction of the Semantok Dam. This study also illustrates how resettlement altered the sociocultural and economic conditions of the local community. This study employs the Analytical Network Process, which relies on the opinions of purposefully selected experts. In order to ensure the well-being of the local community following relocation, the results identified a number of priority issues and strategic solutions. The results also indicate that the economic conditions of the post-relocation community are more prosperous and the community is able to live sustainably in comparison to the pre-relocation circumstances.
