The Indonesian World Class Navy Should Have Human Resources (HR) Capable Of English 1Human Resource Management Postgraduate Program, State University of Jakarta, Jl. Rawamangun Muka East Jakarta 13220, Indonesia Abstract The Indonesian Navy (TNI AL) has a vision of creating a reliable and respected Navy and its mission to ensure the upholding of sovereignty and law, the security of the maritime area, and the territorial integrity of the Republic of Indonesia, as well as the implementation of diplomacy and empowerment of the marine defense area. Cooperation with friendly countries, assignments abroad, and military training with foreign countries is the role of the world-class Navy in maintaining world security and peace. In interacting with foreign militaries, English is the language of communication and diplomacy. Proper and correct English can avoid misunderstandings when expressing ideas so that the human resources (HR) of the Indonesian Navy should be able to speak and correspond in English. In fact, the number of Indonesian Navy human resources capable of English needs to be increased. This study aims to find out why world-class Indonesian Navy HR should be able to speak and correspond in English, the causes of the minimal number of Indonesian Navy HR capable in English, and the strategies applied to improve English language skills. The research method used is the descriptive qualitative method through questionnaires and interviews with 8 organizers of the English Education and Training program in the Indonesian Navy and literature reviews.
