The Natuna Smart Island Concept as a Form of Technology Transfer, Collaboration and Stake Holder Synergy a) International Relations Department, Faculty of Humanities, Bina Nusantara University, Indonesia Abstract So far, higher education research and community needs rarely find a common ground. This is because at the time of compiling the research proposal, the research did not involve industry (business actors, government, companies, etc.) to be involved from the start. So that the results of research sometimes have no impact on society and cannot be used for commercialization. It is time for academia to think about a bigger contribution to national development by being more actively involved in the development of a region. From the field research conducted for three years in Natuna. Authors description research founding into a concept that emphasizes the importance of synergy between stakeholders and the need for collaboration with various parties from within and outside the country by transferring technology for the development of Natuna. The concept called Smart Island Natuna is the result of a refinement of the Focus Group Discussion with Natuna Regional Government officials at the Natuna Regent^s Office 2019. The concept offered is the basic concept of the Natuna Development Blue Print, especially the Natuna Tourism Development Blue Print. In this concept the writer divides into 3 parts: 1. Vision and Mission- 2. Governance- 3. Planning- 4. Implementation- 5. Resources- 6. Collaboration- 7. Technology Transfer.
