One of the problems that often occurs in learning mathematics in schools was the difficulty of teachers in providing test instruments. The purpose of this study was to develop in higher order thinking mathematical problems for high school students in Bengkulu context. The higher order thinking level that focused on in this study were C4 (analysis), and C5 (synthesis) which were related to the Bengkulu context. The type of research used was research and development. The research instrument consisted of validity and practicality sheets. The validity of the questions was analyzed using the Aiken index based on three aspects, namely content, construct, and language. The practicality test was carried out in a small group trial with a pilot school at Senior High School 3 Bengkulu City. The results of the study was in the form of higfer oder thinking mathematics problem for high school for tenth grade in Bengkulu context as many as 10 short answer questions and 5 esay questions, C4 level was 5 questions (33.33%) and C5 was 4 questions (26.67%). The results of the trial on 24 students showed that the mastery of each level was the level of level of C4 (analyzing) of 31.09% and level of C5 (analysis) of 24.31%.
