Abstract

The COVID19 2020 pandemic is both a threat and a challenge to the lives of the world community. This pandemic which is really a health problem has triggered various other social and humanitarian problems, such as unemployment, poverty, racism, discrimination and intolerance to certain groups in society. Seeing the rapid spread of the COVID19 outbreak, the leaders of various world countries are trying to control and stop the spread of the outbreak. In the context of handling COVID19 in a number of countries, there are interesting facts that women leaders are considered successful and have shown significant progresses in dealing with this pandemic. These countries are Germany, New Zealand, Denmark and Taiwan. This fact will be the object of this research, which specifically aims to find the ethical basis of womens leadership in the midst of the COVID19 outbreak, and what moral considerations are the basis for womens leadership decision-making in times of a pandemic.
The theoretical basis used is Carol Gilligans ethic of care, which states that women see morality in terms of care, responsibility and relationships with others. Typical female leadership that uses feminine values in the form of care, pays more attention to aspects of responsibility to meet needs, cares about how to relate to other people, which in this case is their people who are considered part of themself. In the ethics of care, moral maturity according to women is if they already have the ability to balance caring for others and caring for themselves.
